So absolute crown authority makes the faction power stay much lower than actual and the AI doesn't seem to realise they're already strong enough to strike. For me it must be a bug, as it seems the 'faction power' displayed is rather availiable manpower for everyone involved rather than actual manpower once they revolt (when they do and become temporarely independent, they get back their full levies). Having high crown authority seems to help. You might rush them to strike before they gather more members and not only you imprison everyone by winning but you also get that hefty +25 'crushed rebellion' opinion. If there is one that's growing rather quickly and some people there hate your guts, start a silly war. One thing I try doing is, when a new liege comes with that short reign penalty and lots of animosity, I check the current factions.
